好吧。我来告诉你。你觉得别扭是因为你这样的句子见得少了。等你见多了就好了。选D. 表示“认为某物如何”用consider sth. +adj.这是consider的特殊用法。所以这里的consider it important是对的。
然后，it这里是形式宾语，因为它是由 it is +adj+ that..这个句子变来的。这个句子里it没有实际意义，是形式主语。
所以它作consider宾语时成为了形式宾语。而且要把is舍去。
B错了，是因为it is +adj+ that..这个结构里的that不可省略
