From this sentence ONLY, here the REST means other cities which not along the river.

However, it does not make sense.

Then thinking that CHONGQING is at the UPSTREAM of the river. We can imagine "The REST" here means "The cities which along the DOWNSTREAM of the river, such as Shanghai.."

rest 是指除了 Chongqing and dozens of other cities 以外其他的沿江城市。因为这里江水不是主语，城市是主语。意思是“一些科学家认为重庆和沿江别的几十个城市将污染其他的沿江城市”。

一些科学家说，重庆和其他许多延长江的城市，将会污染其余地方。（the rest = 其余）

我不认为是作其余地区讲。
