英语单选一道！！！急急急~~~

in charge of 是什么意思？
A.who B.what C.whoever D.whatever

为什么不选A却选C？？？？？？？

第一个问题：
in charge of 是“掌管，主管，负责，所管的事物”的意思。e.g. the headmaster is in charge of our school
in charge of 和 in the charge of 很容易混淆，前者是指”由某人承担责任”，后者是指“交由某人承担责任”。 e.g. our school is in the charge of the headmaster

第二个问题：
这句话的意思是指“我能不能跟国际贸易的主管人谈谈？”
前提是说话人并不知道这个主管人是谁，用whoever更加贴切一点，而且，如果一个句子要用who的话，那个这个句子必须是定语从句，用来修饰前一个宾语，从题目中看来，who并没有宾语可以修饰，所以不能用who，只能选C

它等于anyone who，做两个成分，to的宾语和is的主语
