“十五”期间下面这些方面的努力，都为桂林旅游效益的提高打下良好的基础：建设了一批大投入、高品位的旅游景区和项目；大力发展休闲度假、会展商务、民俗风情等多种形式的旅游；进一步整顿和规范旅游市场秩序；以市区为中心，建成了一批主题旅游城镇，大桂林旅游圈基本形成；完善的旅游咨询服务网络体系。
