One doesn't "judge" a play; one observes a play.

If the play is a part of a competition, e.g., a high school theatre contest, the governing body of the contest creates the criteria by which plays are considered. For instance, a play in competition might be expected to have a certain number of roles for both genders or exhibit certain technical requirements.

In general, however, plays aren't "good" or "bad" or "right" or "wrong." Like other art forms, each observer makes his or her own decisions about the play (and it's performance). For instance, one may not like watching Shakespeare's plays, but he can appreciate the skill of the actors or the beautiful sets and costumes. One may like a musical but not the singer's performance of the songs or dances.
