Do you want a friend whom you could tell everything to?
可不可以改为Do you want a friend that you could tell everything to?
就是把whom改为that。可以吗？

可以先行词是人，可用whom或that。但如果把to调前面，则只能用whom ,to whom
介词后只能用whom
不可以，印象里that没有这样的用法。
可以，但是当句尾的这个to 放到 you 前面的时候 就只能用 whom 了.
再举个例子
this is the pen that/which i write with.
this is the pen with which i write.
定语从句中 that 前面不可以加介词 但是 which whom都可以
