个人觉得选B，但A从语法上也说得过去，主要因为在这里强调的是任何人这个概念，所以b更好些。cd都不对，whomever是宾格的形式，在这个从句里不能充当主语成分，而no matter who相当于一个又引导一个从句了，比如我们可以说no matter who breaks the law ，he will be punished severely.
