1.不可以省略的哦，those是做主语的，要去掉就要换个形式了，那就是两个句子的形式，Who wish to go the concert? Please put up your hands.一个问句，加一个祈使句， 再给你举个例子哦：
eg. Those who promise to be stay here,please follow me and finish the register.
译文：那些答应留下来的人，请跟我去完成登记。 这两句话是一样的道理。
2.that不能少，他指代的是前面的climate，为了避免重复出现，所以用 that of代替，给你个例子：
eg.The consumption this month is better than that of last month.
译文：这个月的消费情况比上个月好多了。也是一样的用法。
3.这句话和你问的第二句是一样的，只不过第二句是单数，用that，而第三句是复数，所以用those。
