A usage of a word -- spend

As is known to all,we can say "We spent lots of money on this
monument".
But can I say "We spent lots of money to build this mounment"?
I simply want to use "to do" to express my intention just
like other sentences.

No,when u mean using money to do something,you can only use spend money in doing something,because "spend"has only 2 usages:one is "spend time(money) on something",the other is"spend money(time) (in) doing something ",here,"in" can be dropped.

firstly you can never say we spent lots of money to build this monument.because it doesnt make any sense.

here,spent is a past tense,and to build this monument is a future tense!

you may either say we spent lots of money on this monument or
we spent lots of money building this monument
