Ⅴ级围岩（surrounding rock）地段拟采用三导坑法施工，Ⅳ围岩地段采用中导坑法施工，主洞采用留核心土法开挖。洞身开挖先开挖中导洞（guide adit），施做中墙，后开挖右行线的右导洞、右侧正洞，然后开挖左行线左导洞、左侧正洞。开挖时，右幅隧道应超前于左幅隧道，超前长度不大于30m，二次衬砌浇筑(placing)的交错长度不得大于一个衬砌循环的长度。不得出现左右幅隧道均只有初期支护的工况。隧道开挖(excavate)作业按设计进行超前支护，然后采用机械或钻爆开挖，开挖完成后及时进行支护施工。
隧道开挖一定距离且与开挖作业面互不影响情况下，先仰拱施工后进行二次衬砌，再施工路面、排水沟及电缆槽，最后进行洞内装修、机电安装。
