it hopes 是一起的啊，作为句子中的插入语。其实应该是 The government is now launching a voluntary donation scheme, which，it hopes，will also curb the illegal trafficking in organs.
举个例子吧：He also likes the one which I think is the best。这里I think 就是插入语。
能明白么？
主要子句+ ( WHO/WHICH + IT + HOPES + V+...)
先行词是整个句子, 有逗号, 引导( ADJ 子句)
THINK, FIND , BELIEVE, HOPE ...是插入句(不影响 ADJ 子句)
这里it的指的是government，如果没有it，那么定语就是a voluntary donation scheme.而这个并不能做hope的主语,这样的话就翻译不通了
