主谓一致问题，状语问题，需要高手相助

the goverment have asked the country to decide by a vote.为什么要用"have "? the goverment 不是单数吗？
only one out of five were present. 为什么用were？
宾补和状语的区别。举例 谢谢

1.goverment可作“政府”讲，此时做主语，谓语用单数；还可作“政府部门”讲，此时做主语，谓语可单可复。

2.one out of five意思为“五分之一”
你的句子应该有前后文：（那些人中），只有五分之一出席了。所以用复数动词。

3. I found it very difficult. 我发现它很难。 very difficult做宾补。
I found it in the room. 我在屋里发现它的。 in the room做状语。

the goverment 用have 类似于the family ，可以指一家人的………
one out of five指的是五分之一，不是五个中的一个~~~~~~
