这两种说法都是不对的

他希望找到那个偷了花瓶的人。也就是说偷花瓶的动作发生在找之前，而句中的hope都是过去时的，也就是说偷花瓶的动作要用过去完成时来表示发生在过去的过去~

也就是
He hoped to find out who had stolen the vase

He hoped to find out who stole the vase
是对的

He hoped to find out who stole the vase
后面是个从句，要用动词的形式
后面的 ing是非谓语动词，所以不对。

前者啊。 stole 是过去式啊。 这里明显是过去式的
