上面这个括号里应该选择 When 还是 Until呢？？一直想不明白，2个好像都可以，但是标准答案说是when.

这里不能用until，只能用when。until的意思是直到...才（改变原有的状态）的意思。这个句子如果改成The woman had been watching the incident (________)the driver and the conductor raised their voices at the old man.则需要填上until。注意原题中The woman was watching the incident已经放在另一个句子中了。
要用when不能用until。因为interfere是一个短暂性动词，不能延续。
until一般和not或no连用，例如是 People didn't find that kind of animals until 19th century.
在这里Until the driver and the conductor raised their voices at the old man, she did no notice him.
这里选when更为合理。
