agree往往用作不及物动词，后面跟介词with,to和on.要是用作及物动词的话，后面跟that引导的宾语从句。agreed实际上是It is agreed that the last one to arrive pays the meal的省略。
此处用法非常生活化口语化。如果用agree的话就应该说I/We agree.这里的主语是不可以省略的，不然就成了祈使句。至于说为什么用过去分词，我认为是It is agreed的省略形式，it指的是上面的提议。
应该是it is agreed of all 你说的那个省略了！
