MSDN的说法：
The function sends a WM_PAINT message directly to the window procedure of the specified window, bypassing the application queue. If the update region is empty, no message is sent.
相当于直接调用相应的消息处理函数而不通过消息队列， 所以确保函数调用到。 没有“不断发出”这回事
