2.there is a heated discussion abour the issue whether students should be required to do the homework.
这两句话有问题吗?我的意思是句子结构和连词的使用,第一句是同位语从句可以用Which连接吗 ?第二句的issue和whether连接有问题吗?请好心人回答,如果没把握的话请不要回答谢谢,关系重大

第二句是没有问题的，可是第一句有问题啦。
应该是：
There is a heated discussion about the issue of where people should live.
There is a heated discussion about the issue about which place is better for people to live. (可是你之前就已经用了about)
看看吧，多问几个人。
我觉得issue前面的介词用应该用on ，即 on the issue 。除了这里，第一句最后面加个介词in 就可以了。
第二句：
如果这句要表达的意思是“讨论学生是不是应该做家庭作业”，那么直接用to do homework就行，即去掉定冠词the。
the 表特指，如果不是针对所有的家庭作业，而只是针对某一次家庭作业的话，就应该加上the
