宾语从句要用陈述语态
who is the famous man
回答the famous man is XX
那么XX作为who的回答作表语,那么the famous man是主语
那么放到宾语从句中
用陈述语态 主谓宾
do you know who the famous man is
但是还有种回答XX is the famous man,XX作主语
在这种情况下疑问句本身就是主谓结构
所以Do you know who is the most famous man
综上2者都对。这个问题的关键是找出如何回答who提出的问题。如果有标准回答就应该取其对应的宾语从句结构。但是我到网上没找到who的标准回答。所以2者应该都可以
再回答 who is dancing等疑问句的时候
who明显作主语，所以宾语从句语序不变
再回答who is it, who is he等疑问句的时候
who作表语it is me, he is XX
所以宾语从句要改语序

WHO本身引导的问题就是一个陈述句的语序

两者皆可
前者who是做从句的主语，后者who是做从句的表语

Do you know...?你知道。。。？（省略号表示宾语）
Who is the most famous man in china?中国最有名的人是谁？（是一个句子）【合起来为宾语从句】
The most famous man is... in china.中国最有名的人是**。
（上一个句子的回答）
第二种，语法上是不正确的。

who 在这里引导的是主语从句，主语从句的语序就是主语+谓语，例如
Who will be our monitor hasn't been decided yet.
Whom we must study for is a question of great importance.
此句是Do you konw +从句
