定语从句引导词问题

这句中new plant growth is vavilable是time的定语从句,但引导词在从句中作状语不应用关系代词,应用关系副词when.这里怎么用that?

这是一种习惯用法，在time 和place 后面常用that引导定从，可以省略。
It is time that I went home.
that引导的就是定语从句，只是我们不注意罢了。

在限制性定语从句中，用that和用when都可以。
