打开网页的时候出现了个小框标题是

到官网去下载一个Mircosoft Visual C ++ 2008重装安装吧，
IE损坏，重新安装IE吧。
法一：ie-工具-Internet选项-高级-选择“禁用脚本调试（其他）”
法二：重装ie,给你个ie8官方下载地址：
http://www.microsoft.com/china/windows/internet-explorer/
Runtime Error错误一般是要求升级.没什么大不了的.修复也只是暂时的.升级下你的IE就可以了.
升级IE，装IE8吧。
