都没说对，tap是用作定语。我说咋越看越有问题

tap 作动词有 开发 利用 的意思

tap resources 是利用资源的意思

hitherto unexploited做resources的定语 尚未活用的资源

reduce the wastage of natural resources or tap resources hitherto unexploited: 减少天然资源的浪费，运用尚未活用的资源

如果这样解释的话，是不是应该用AND连词，而不是OR
