看你在什么国家， 还有individual or business? 还有要看你的电话线有没有开通, 选什么公司的网，什么速度，无限下载或者限流量的。
你不太了解这些的话可以去网络公司的官方网页去了解一些信息（一般上面的信息都很齐全）
之后你就可以和他们联系申请办理，看你选择什么方式，打电话，网上，或者营业柜台。
假设你是留学生的话，你可以这么和他们说：
Hello,I'm a new international student here and I want to install a new broadband. Could you please give me some information and suggestions?
然后那边的人就会询问你的要求，然后给你推荐，你只要选择适合自己的就差不多了
