Dear Prof,
I am an international student who wants to apply for your MSc programme. However I have no TOEFL / IELTS score available yet. May I have chance to get a conditional offer before taking the TOEFL / IELTS test?
这是他的回信：
Yes, we can make a conditional offer once we have your full application, which would be conditional both upon a level of performance in your technical subjects as well as in the language test.
无法理解，我问他没有语言成绩能否得到conditional offer；他的回答既说了Yes，这表示没有语言成绩可以得到conditional offer，然而却又说conditional offer需要我的full application，这同时取决于学术水平和语言考试，那表示又要语言成绩了。这是什么意思啊？

无法理解，我问他没有语言成绩能否得到conditional offer；他的回答既说了Yes，这表示没有语言成绩可以得到conditional offer，然而却又说conditional offer需要我的full application，这同时取决于学术水平和语言考试，那表示又要语言成绩了。这是什么意思啊？
conditional offer是在你的学术材料和，以及或语言材料不全的时候才发的，以后你补上剩余的才能转为full offer。他的意思是你凭借现在的材料可以先申请conditional，没问题。
Full application他指的是能申请到conditional的最低条件（最少资料），他是这个意思，但是他的语言并不是很准确，因为对他来说这是常识，他以为别人也知道，有点想当然了。
注意conditional offer并不能保证你被最终录取。
这是他的意思：
1.you apply first. Without your IELTs/TOFL results.
2.They send you an conditional offer.
3.you pass IELT/TOFL, and you pass their technical requirement.
4.They accept you.
If you dont pass IELT/TOFL, they reject you.
