请问选 which 还是 where 为什么呢？

用which

本题考察非限定性定语从句 which 引导从句并在从句中做主语

Washington 是先行词 where只能在从句中做副词

譬如： I lived in China ， where it has a large population.

which,定语从句，因为是地点，所以用which作为引导词。where作为引导词的时候相当于介词+which，举个例子：
Please help me bring this desk out which I put my book on.
=Plese help me bring this desk out where I put my book.
