香港人为什么可以随便出国

In Hong Kong, people can leave as long as they have a passport and an air ticket. The Hong Kong government will not stop them.

In Canada, we can leave Canada without a passport. We use our birth certificate or even a driver's licence to go to USA, Mexico, and all Carribean islands. The Canadian government will not stop and even know we have left the country.

This is called the freedom of movement.

Passport is convenient, but in International law, we do not need a passport to travel.
