请问大家两个英语翻译上的小问题

1.我看的中英文对照的<聊斋志异>,(美国人译的),里面讲<竹青>.有一段说“鱼每取食，辄驯无机，竹青恒劝谏之，卒不能听”，大概意思是说：“鱼容（这个时候变了雄乌鸦）在海上吃食，不动脑子不加小心，竹青（雌乌鸦）劝他小心点，他不听。”。那个美国人翻译成英文里是“Zhu urged him to be bold，but he didn't follow her advice”。我想问一下urge的用法。如果是劝戒的意思的话，应该是劝他不要那么卤莽，所以应该是“urged him not to be bold”吧？请英文高手解释一下urge的用法，谢谢！

(1)urge常作及物动词，意为：推进，极力主张，强烈要求，催促，劝，激励，怂恿，强调。
①跟名词
e．g．We Chinese people have persistently urged the equality of nations。big or small。

我们中国人民一贯坚决主张国无大小应一律平等。

They urged direct use of troops to try to suppress the movement．

他们强烈要求用部队去设法平息运动。

②跟带不定式的复合结构
