中国已加入WTO，由于中国特定国情人口多，耕地少，人均耕地只占世界平均水平的32%；又加上城镇化进程滞后，大量劳动力滞留在农村，从而造成农户生产规模小，生产成本相对较高，玉米、小麦、大豆、棉花等大多数农产品国内价格已高于国际市场价格；加入WTO之后，随着关税的大幅度降低，国际市场农产品将对我国农产品产生巨大的冲击。面对冲击是采取放弃大面的农产品生产，去大量采购国际市场价格便宜的国外农产品，还是继续坚持固守本国生产，就是一个非常现实的选择。考虑到粮食安全问题，把我们需求很大程度上建立在依赖价格波动较大的国际农产品市场上，那将是十分危险的。因此，千方百计增加农民收入，调动农民生产积极性，在不利的条件下，保持我国农产品基本自给，同时加大具有比较优势农产品生产，争取更多的创汇，将是一个十分重要的理论和实践问题。
