如果你是在练被动语态这个语法，你可以把by them放在句末或者spoken的后边，我觉得放在spoken后更好些，因为语言是被他们说，当然语言距离他们说更近一些，距离in that country更远一些。不过说真的，这句话没有by them也是完整的，而且显得句子更简练，意思也没有丢失。
by sb通常放在动作后，表示这个动作的发出者是这里的sb.
