why not just go to yahoo chatting room?
when using icq or skype, you may feel to timid to add someone u do not know to ur contact list. that is why it is gonna work if u talk in a public chatting room.

sometimes, they want to know you, and will contact u.
once i answered the questions posted on yahoo answers, and some one really emailed me and wanted to make friends...

anyway, u can really find a lot of approaches...i still hold the doubt whether it is gonna work to post ur mail address here...
