哪个对,要being 吗

完了,不要being,我被扣一分,要是59分的话,啊.....

第一个对，不要being
因为没有若别强调正在排放的污染

题目对吗?我怎么觉得应该是:
The pollution is/was released by factory

第2句显然不对.没谓语了啊
不要BEING

没有谓语，不能直接加being

应该要BEING,因为它强调的是那个工厂一直排放污染这个状态,谁说没谓语的啊?谓语是is.
