在1978年12月召开的中共十一届三中全会上，中共中央做出了把工作重点转移到社会主义现代化建设上来的战略决策，确定了对内搞活经济、对外开放的方针。大力调整国民经济比例关系，改革旧的经济体制，从而使经济建设出现了崭新的面貌。在1992年举行的中共十四大上，又明确了建立社会主义市场经济体制的改革目标，一系列重大改革措施先后出台，价格、财税、金融、外贸、外汇体制改革都迈出了关键步伐，取得了显著效果：已初步形成了由市场决定价格的新机制；新税制已进入基本正常的运转轨道，并全面实施了分税制管理体制；确立了由中国人民银行作为独立执行货币政策的中央银行，政策银行与商业银行的分离开始起步；通过汇率并轨、实行银行结售汇制、改革进出口管理办法等一系列外贸外汇体制改革，建立了适应国际通行规则的外贸运行机制；以建立现代企业制度为主要内容的国有企业改革扎实稳步推进，并取得了积极的进展。
改革开放20多年来，中国经济发生了根本性转变，从计划经济走向市场经济，国家经济实力不断增强，人民生活水平逐步提高，国内生产总值平均每年增长近10％。
