UC知道proe wildfire3.0安装问题

我按步骤生成了许可证，安装了许可证服务器，可是在最后一步启动许可证服务器的时候出现警告，服务器已安装但不能启动，让我去看C:\Program Files\flexnet\licensing\ptclmgrd,
里面这么写的
