两句中,第一句用了to not have a car ,第二句用了not to have a car,为什么会这样,区别在哪里?

后一句的结构是prefer not to do
前一句是固定用法
后一句是普通的不定式
第一句是be difficult to 句式
后一句是prefer to 句式
没什么联系的。碰巧放在一起看觉得眼花而已。
我觉得第一句不该这样写吧,不定式的否定只有not to do,没有to not do 呀,这两处都是不定式的否定,应该没什么区别
我认为,第一句有问题
改为It can be difficult for many people not to have a car in American.
这样比较好
