understand 是个及物动词需要宾语，疑问代词what来充当。

what he couldn't understand 是主语从句

was为系动词

_______more and more young people like going abroad 为一个系动词后所跟的表语从句， 对应前面的couldn't understand （不能理解的是：为什么） 又不缺主要成分，所以添why。

他不能理解的是为什么越来越多的年轻人喜欢出国。

他不能理解的是为什么越来越多的年轻人喜欢去国外。

主语：what he couldn't understand
谓语：was
宾语：why more and more young people like going abroad

第二个肯定是why
简单的排除法就只能选A了。

况且第一个必须是what，简单的宾语丛句作主语。
