UC知道英语~找一个动词的“主语”？

Virus is an intentionally created set of instructions that is able to propagate itself through computer systems and infect other programs.
讨论的是“infect ”的“主语”？
老师说是Virus
我认为是instructions
我的理由是：一看到这样的句子，因为认为infect是动词原形，`而正好be able to后面接动词原形，老师不赞同。。。。
然后我再想想，还应该是instructions ，因为你可以暂时把这句话中的“that is able to propagate itself through computer systems ”删除，然后这个句子不就是错句了？
老师的理由是：如果它的主语是instructions ，那么and 后面得再一个单词：that
why?why?why?
