这几个句型为什么有的加to，有的不加？

两个动词之间要加TO，有些TO是习惯用法。

to eat在句中是表目的的状语（to do可作目的状语）；
Why not和Why don't you 固定只接动词原形；
be friendly to是一个固定的句型。
