今早停电了？we had a power cut this morning.
electricity is ready,有电了，电可以用了。

今早停电了
There was a power cut this morning.就可以了。
电发好了
The power resumed by generator.
来电了
The power resumed.

可以，但时态不对，应该用一般过去时。The electricity was cut off.
后面一句没太看懂，什么叫电发好了？

cut off power this morning 早上停电
generate electricity 发电

你的表达就HAS的时态不对，意思应该明白。我觉得有种更简单得说法，the electricity was out this morning. OUT就能表达停电的意思。
