当今世界存在两大潮流，一是世界力量对比总体上朝多极化发展，二是经济全球化的势头不可阻挡。全球化要求打破各国的经济边界，将有限的资源在全球范围内合理配置，建立世界统一市场，从而实现效益的最大化。但由于多边经济贸易框架的建立进展缓慢，全球化展现给我们的现实更多地是一种无序化的状况甚至是弱肉强食的图景。而同时应运而生并得到迅速发展的，则是充满活力的区域经济一体化。欧洲一马当先，已完成经济货币统合，正在向政治外交一体化迈进。美洲急起直追，非洲不甘落后，亚洲则后来居上。区域合作实际上是在一定时空范围内实现的全球化，在特定的时空条件下跨越各自边界，减少交易成本，合理配置资源，进而向经济以外的全面合作扩展。因此，中国对于区域一体化的重要地位和作用既是顺应全球化大潮的产物，也是为了应对全球化的无序挑战。

Abstract
Currently, there are two main trends existing in the world. The one is world power balance being roughly developing to the direction of multipolarization; the other is the irresistible economical globalization. Globalization requires the breakout of economic forntiers among all the countries and the reasonable allocation of the limited resources in the whole globe to set up a world-united market and to realize the optimization of efficiency. But the step of the establishment of the multilateral economical trade frame is very slow, thus the actuality that globalization showed to us is a disorder state even a the law of jungle, which then rised and developed the robust regional economic integration. Europe firstly has completed its monetary integration, and is striving for political & relation integration. Followed closely by America, Africa, and Asia. Regional cooperation is actually a kind of globalization in a specific time & spatial scope, and the members span over t
