选that 还是选what的问题

The user of such a system can control the process by means of a program,that is,a set of instructions (that/what) specify the operations and operands.
这是我的一道刚考试过的题目中的一个，期待有见解的朋友给予选择与作答，谢谢！也就是括号中的that/what应该填哪个？
个人也感觉从语法上来说应该选that，但是会因为前面已经出现了一次而为了避免重复that而选择what么？谢谢各位的回答
