With引导的是ING或+TO的复合结构，而AS引导的是一个时间状语从句，With the time going by=as the time goes by，其实就意思而言，两个是差不多的，是语法问题，不是理解问题。。。

选择A，因为as后面接句子，the time goes by是个句子,"随着时间的流逝，小树苗长的越来越壮。”
而with 后只加名词或者短语，如：With the time going by,...
