together with China的前后都有逗号隔开，就是很明显的插入语的标志。
所以可以忽略不看。。直接看后面的。
原来的句子也可以这么说：
France is a great country together with China.

together with和with用法相同，together不过是用来修饰with的，所以后面的成分都是前面成分的修饰语，主语只有france
