It depends. Usually if you invite someone to dinner and you are the host you are expected to pay, unless you tell them in advance you will "go dutch" and split the bill 50-50. Sometimes you will agree somebody will buy the food, the other person will by the drinks. If it is a business lunch you would always pay for your customer. If a family goes to dinner usually the father pays, unless the children are older and working then they might pay.

Note that not all westerner's will pay even if they invite you, so I always make sure I have some money in case they expect me to pay for myself. This is not polite but some people do this.
