你的意思是不是在那期间先后干了两个职位?那就应该是
this is to certify that (你的全名，不带MS．)has been working in my （??我不知道要翻译成什么，如果是报社的话是 newspaper office） since July,1985 and working as a room director since Dec,1990 till now. During that time his annual income is about RMB 60000 on average.
