UC知道一般时代替未来时

大家好，以下三句话都是从新概念英语第二册摘录出来的，可是我现在有个问题。在 B 与 C 两句话中，书中解释 as 后接的这部份是属於时间状语，所以用一般时替代未来时，那为什麼 A 这句话就不是这样呢？而且我该怎麼判断呢？

A)
As a great many people will be visiting the country, the government will be building new hotels, an immense stadium and a new Olympic-standard swimming pool. ( 第三十七课 )
B)
Everybody will be watching anxiously as the new buildings go up. ( 第三十七课 )
C)
Tomorrow he will be watching her anxiously as she swims the long distance to England. ( 第三十六课 )

因为在A)句中的as是"因为"的意思.
而在另两句中是"当......的时候",而只有as表示"当......的时候"时才能符合这种情况: as 后接的这部份是属於时间状语，所以用一般时替代未来时.
