联合国教科文组织(UNESCO)在一个文件中对外语教学质量提出了“5个因素和1个公式”。这5个因素是：①国家对外语教学的政策；②学生的来源与素质；③教材的质量；④教学环境与条件；⑤教师的素质。这5个因素中前4个是可变因素，第五个因素即教师的素质是决定因素。1个公式是：教学质量=[学生（1分）+教材（2分）+环境（4）+教法（3分）]×教师。这个公式中括号内4者相加是10分，而教师的素质分值越大，乘积越大，那么教学质量就越高。
谁知道这个文件在哪里能找到？网上有吗？我在百度、谷歌都搜过，全是你引用我的，我引用他的，没找到原始出处！我也在联合国教科文组织的网站里搜过，但是没找到，可能我搜的方法不对……

UNESCO prompted the conception of "Five factors plus a formula" in one document on the outcome of foreign language teaching. The five factors includes:①government's policy on foreign language teaching ;② source and quality of the students;③ quality of teaching materials;④teaching environment and conditions;⑤the quality of teachers. The first four factors are variable while the last one is the key factor. One formula is :teaching quality=[students' quality(1point)+teaching materials(2points)+teaching environment(4points)+teaching methods]×teachers' quality. The sum of the 4 factors inside the brackets is ten points, while the higher qualities the teachers have, the result of the multiplication is getting better, so well as the outcome of foreign language teaching.
