“Do you study english or Chinese”可以换成这样说？

the first sentence means you learn English all your life and that's your occupation or sth like that,

but the second one means that your are learning English NOW, maybe you r an English major or you r learning English for work.

so pay attention to the tense时态.
And I think the better expression can be like this:

Are you learning English or Chinese?

study: 有研究的意思，
learn：更侧重学习，去掌握、了解sth.

study不是一个短暂动词,很少用进行时态吧!而且study有研究的意思.研究是一个很长时间的词汇.
learn 用learning 可能常用一些吧.
