resident alian 和 non-resident alian

最近在听力里听到那个韩国校园gunman被称为"resident alian" ，知道大概是居住在美国，有绿卡的外国人的意思。但不确定，而且那non-resident alian 又是什么呢~？

non resident aliens refer to those who are neither green card holder ,nor american citizens,, they could be students on student visa, or tourist visa.
