Abstract：The principles and precondition for implementing reutilization measures of municipal solid waste in domestic cities are briefly discussed in the paper. The results show that the separation of garbage treatment from reutilization each other, which leads to distributive irrationality of duty and benefit in different departments, is main problem to decrease reutilization efficiency of municipal solid waste. At the same time, appeals of corporation and public must be considered in the process of municipal solid waste reutilization. Finally, the essential outlet of garbage reutilization is put forwards to market development and industrialization for which the corresponding measures have also been given.
