行政措施应该进一步健全。《电信法》应该明文规定对各种违规行为的多种行政措施，以规范市场行为，维护公平公正的市场秩序。行政措施列入《电信法》，使行政措施具有法的权威性，对电信市场的监管力度加大了，也在一定意义上表明了电信监管机构具有了准司法机构的性质。还应该与《反不正当竞争法》相对应，建立电信运营业的反垄断措施。
《电信法》应将已收取的码号收费，上升为法律规定。同时，收取普遍服务基金及收取监管费，这既是国际上通行的做法，也是国内其他监管部门已实行的措施，这对加强监管能力建设、提高监管水平，极有益处。
电信网络的计费系统，应纳入检测的范畴，维护竞争的公平公正性，让消费者明明白白消费。

《电信条例》第四十五条规定：“公用电信网、专用电信网、广播电视传输网的建设应当接受国务院信息产业主管部门的统筹规划和行业管理。”技术的进步、新业务的涌现，传统意义上的电信网络层和业务层的种类概念，已经发生变化，并且正在继续发生变化。网络层面，业务层面的融合倾向越来越突出。国际上一些国家已经尝试过或正在尝试的做法，如英国的电信监管机构，整合后更名为通信管理局，其监管内容就包含电信网、广播电视传输网，其管理的资源包括电信网码号、无线电频率等等。这种模式，适应了新技术、新业务出现后的情况，符合电信业的发展规律，值得肯定。《电信条例》以及国际上关于“电信”的定义，已获共识，具有电信定义特征的广播电视传输网和其中的某些业务，如互动TV、IPTV，目前发展势头极猛，业务的融合需要在法律制度上进一步对“三网融合”作出规定。
《电信法》应该尽快的出台来规范市场，在制定时应多多考虑上述问题。
