我想知道为什么不能填 is sent 而是be sent 有什么区别吗？

答案是be sent
因为整句应该是It is necessary that he should be send to hospital at once.
should省略了.常见了的还有It is important....that....
difficult，convenient， possible等等词也有这种用法的.

应该是is sent

that后面省略了 should
